The drug problem is related to national security, the rise and fall of the nation, and the well-being of the people. The Chinese government has always held a firm stance and advocated for strict drug control. The Chinese government has always attached great importance to drug control work and insists on incorporating it into economic and social development plans. As an important part of national security and social stability, it mobilizes all social forces, takes all necessary measures, and makes every effort to ban drugs and benefit the people.
1、 Mobilize all parties to form a new pattern of comprehensive drug control
Since the late 1990s, the drug situation has become increasingly severe and complex. In the face of this situation, the Central Committee of the Communist Party of China and the State Council have made a series of strategic decisions to strengthen drug control work. The responsibility system, leadership system, working mechanism, and guarantee mechanism for drug control work have gradually been established and improved, forming a new pattern of comprehensive governance of drug problems with unified leadership by governments at all levels, coordination by drug control committees, respective responsibilities of relevant departments, and extensive participation of social forces.
In 1990, the Chinese government established the National Narcotics Control Commission, consisting of 25 departments including the Ministry of Public Security, the Ministry of Health, and the General Administration of Customs. It was responsible for studying and formulating important policies and measures related to drug control, coordinating major issues, and leading the national drug control work in a unified manner. In 1998, the State Council approved the establishment of the Anti Drug Bureau by the Ministry of Public Security. Since the launch of the National People's War against Drugs in 2005, in response to the development and changes of China's drug problem, the State Council has adjusted and enriched the member units of the National Narcotics Control Commission multiple times to meet the needs of the fight against drugs. Currently, the number of member units of the National Narcotics Control Commission has reached 38, and working groups have been established for drug publicity and education, drug investigation and intelligence, and drug addiction and rehabilitation
2、 Adhere to lawful drug control and gradually improve the legal system for drug control
In the 1970s and 1990s, the Chinese government successively promulgated laws and regulations such as the Criminal Law, Customs Law, and Regulations on Public Security Administration Punishments. On June 1, 2008, China's first comprehensive law to regulate drug control work, the Anti Drug Law of the People's Republic of China, was officially implemented. As a part of summing up China's years of experience in drug control and absorbing the essence of international drug control legislation, it has provided legal protection for comprehensively strengthening drug control under the new situation, and China's drug control work has thus entered a new historical stage of comprehensively advancing according to law.
At present, China has formed a system of anti drug laws and regulations at the national level, mainly consisting of the Criminal Law, the Anti Drug Law, the Drug Rehabilitation Regulations, the Regulations on the Management of Precursor Chemicals, and the Regulations on the Management of Anesthetic Drugs and Psychotropic Substances. Local governments have also formulated a series of complementary regulations, providing powerful legal weapons for the fight against drugs.
