I'm looking for a link to download where.exe tool for Windows XP. It looks like this tool should be included in Windows 2000 Resource Kit but I can't find any links to download this Resource Kit. I also checked Windows Server 2003 Resource Kit Tools and Windows XP Service Pack 2 Support Tools but neither of them has where.exe according to the list of contents.

An alternative (as you mentioned) would be to download -zip.org/a/7za920.zip and since it is a zip, it can be extracted in a non-7z way (e.g. batch). Then the 9.20 tool inside can be used to extract the fresh 7zip version found here -zip.org/a/7z1801-extra.7z. 7z 9.20 is also explicitly versioned, so it is reliable in auto-download-tool-and-hash-check scenarios. -zip.org/a/7zr.exe is unversioned, so if it is updated, hash checks will fail.
