Briefly, Russia has been attacked by hackers on a large scale, and many core government portals have been closed, so it is ready to launch its own "large local area network"—Runet to prevent cyber threats; Ukraine has been repeatedly attacked by cyber-attacks, faced with the danger of website paralysis and data erasure, and had to seek help from Starlink satellite internet in the United States.
